This article describes a solution to the error as shown below:
From time to time you may get SQL deadlocks.
Solution:
This means that another user has updated Framework records before you have been able to save your records.
A user getting this message has not had their changes saved and must reenter the changes.
This should be a rare occurrence of people are leaving their Framework in Edit mode for extended periods of time.
