Improved broker security update for new brokers

Previously when you added a new broker you had to add the broker to each users Broker Security settings. Now, there is a new option on the security tab, when you create a new user and on the Broker tab you specify that they are a broker;

When you click on the Security tab there is a new System User Broker Permissions area. 

You can select the permissions for each system user in this screen.

In addition to this, you can amend individual brokers from their entry in the Broker screen (TFS Admin / Entity / Brokers)
