Synchronise framework (Delays without a Date)

When adding construction delays in Framework ECM or Tablet (see group scheduler and single-job delays views) a delay date must be entered

This is either the single day of the delay, or the start of an delay period and/or open delay

You cannot save a delay record without the delay date populated.

a) the "Add" actions section and actions have been removed, as these only applied to a single selected item which is now confusing
b) Add a new "Comment" action after the Approve action - this adds a comment to all of the displayed jobs/activities
