Solution:
Editing the Framework Application Icon Compatibility
- Right Click on the Icon

- Click on the Troubleshoot Program

- Select the below settings

- Select Windows 7

- Click on Test the program...

| - Run Regedit.exe
- Navigate to Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System
- Add a DWORD (32bit)
- New DWORD should be named EnableLinkedConnections
- Edit the Vaue = 1
- You must reboot your PC after making this change.

| - Log into the user machine as an administrator user (domain admin / local administrator)
- Open programs and features
- Uninstall the Framework ECM application Application (or any application affected)
- Reinstall the same version as previous
- Launch FWECM Framework Application using the domain admin account (once - ensure it is working)
- Log back into the user account and run FWECM run Framework Application - it should launch
