Pre-Validation has been added to Logistics Call Up/Off actions.

• Cloud Connector Is enabled AND working (ie. not in an error state).

• The Data Source Instance API Key pref has been set (-50330).

• The needed/relevent SupplierConnect preferences all have values (URL, username, password, etc.)
